Fragments of Democracy
Originally commissioned by Birmingham City Council as an audio-visual record of the final council meeting of 1999, under the guise of documentary film-makers Scardanelli and crew were given access to the offices, corridors of power and Council Chamber for the day.
Scardanelli recorded the entire 6 hours of the Council meeting, as well as priceless fly-on-the-wall material gathered covertly.
Editing and manipulation of this material has produced "Fragments of a Democracy" - a melee of political rhetoric, social comment and procedural banality colliding with ill-advised off-the-record soul searching & confession.
"Fragments" spins intrigue, claims and counter-claims political authority.
